Procurement Specialist (Mandarin Speaker)

Job Overview:
The Procurement Specialist at Noahtu Shipyard will play a key role in sourcing, negotiating, and procuring materials, equipment, and services required for shipyard operations. The incumbent will collaborate closely with internal stakeholders and external suppliers to ensure timely delivery, quality, and cost-effectiveness in procurement activities.

Key Responsibilities:

  1. Vendor Sourcing and Evaluation: Identify potential vendors, suppliers, and subcontractors through market research, supplier databases, and industry contacts. Evaluate supplier capabilities, product quality, and pricing to support sourcing decisions and supplier selection processes.
  2. RFQ/RFP Management: Prepare and distribute Requests for Quotation (RFQs) and Requests for Proposals (RFPs) to prospective suppliers, outlining project requirements, specifications, and terms of engagement. Collect and analyze supplier proposals, negotiate terms, and recommend supplier selection based on evaluation criteria.
  3. Contract Negotiation: Negotiate favorable terms and conditions with suppliers, including pricing, payment terms, delivery schedules, and quality standards. Draft, review, and finalize procurement contracts, purchase orders, and supply agreements in collaboration with legal and finance teams.
  4. Purchase Order Management: Generate purchase orders, review order acknowledgments, and monitor order status to ensure timely delivery and fulfillment of procurement requirements. Coordinate with internal stakeholders and suppliers to resolve order discrepancies, delays, and issues as needed.
  5. Supplier Relationship Management: Establish and maintain strong relationships with key suppliers, fostering collaboration, communication, and mutual trust. Conduct regular supplier performance reviews, address performance issues, and implement improvement plans to enhance supplier relationships and ensure alignment with shipyard objectives.
  6. Cost Analysis and Optimization: Analyze procurement spend, monitor cost trends, and identify opportunities for cost reduction and process optimization. Implement cost-saving initiatives, negotiate volume discounts, and explore alternative sourcing strategies to maximize value and minimize total cost of ownership.
  7. Compliance and Documentation: Ensure compliance with procurement policies, procedures, and regulatory requirements. Maintain accurate records of procurement transactions, contract documents, and supplier communications in compliance with audit and reporting standards.

Qualifications and Requirements:

  • Bachelor’s degree in Business Administration, Supply Chain Management, or related field.
  • Fluency in Mandarin (both written and verbal) is essential.
  • Proven experience in procurement, sourcing, or supply chain management, with a minimum of 2 years of experience in a similar role.
  • Strong negotiation, communication, and interpersonal skills.
  • Familiarity with procurement software, ERP systems, and e-procurement tools.
  • Analytical mindset with the ability to analyze data, identify trends, and make data-driven decisions.
  • Ability to work effectively in a multicultural environment and collaborate across departments and functions.

Preferred Qualifications:

  • Professional certification in procurement (e.g., CSCP, CPSM) is a plus.
  • Experience in the maritime or shipbuilding industry is desirable.
  • Knowledge of international trade regulations, import/export procedures, and Incoterms.
